The trend below represents a decrease in expected Capital Improvement Program (CIP) costs over a ten-year projection. This type of projection is often made, however, the situation is never realized. It is important for utility staff to be careful about using this trend in financial planning. Projecting capital costs in present-day dollars instead of inflated dollars is just one reason for a large amount of variation over the CIP forecast.
