On Wednesday, the White House Council on Environmental Quality (CEQ) published a notice in the Federal Register extending the comment period for CEQ’s “Draft National Environmental Policy Act Guidance on Consideration of Greenhouse Gas Emissions”. The public now has until August 26 to provide comments. AMWA is currently finalizing comments.

The guidance is a successor to the Obama administration’s policy on the same topic. While CEQ’s draft focuses on how federal agencies can account for greenhouse gas emissions in NEPA analyses, it tacitly discourages describing how these emissions may contribute to climate change or using social cost of carbon estimates for cost-benefit analyses.
