On September 15, EPA announced its proposed “2020 Financial Capability Assessment (FCA) for the Clean Water Act”, a guidance document that when finalized will be used by EPA to evaluate the financial capacity of a community when developing a plan for infrastructure improvements under the Clean Water Act. The proposed guidance, published in the September 18 Federal Register, is an update of the 1997 FCA and includes two alternatives for assessing financial capability that a community may choose to use when negotiating the length of an implementation schedule for a municipality’s CWA obligations.

AMWA has asked for an additional 30 days to the comment period.
