Keeping with the ‘Water in the West’ theme of the afternoon session on Aug. 30, this panel will address regional cooperation and planning specific to financing issues in the western United States. Moderated by Greg Baird, Principal at Infrastructure Financial Consulting, panelists will include Joseph Stibrich, Water Resources Policy Manager at Aurora Water; David Bennett, Water Resource Manager at Denver Water; John Fredell, Southern Delivery System Program Director at Colorado Springs Utilities; Eric Hecox, Executive Director, South Metro Water Supply Authority; and Jason Mumm, Director of Financial, Commercial and Risk Management Services at Hawksley Consulting.

Communicating the value of water not only to the public, but to decision makers and elected officials, is paramount in assuring financial sustainability of water systems and providing affordable water to consumers. This panel will be moderated by Kevin Shafer, Executive Director, Milwaukee Metropolitan Sewerage District and Chair of the US Water Alliance. Panelists will include Jim Henderson, Managing Economist, Abt Environmental Research; Fletcher Davis, Senior Consultant, Bartle Wells Associates; Becky Doyle, Rate Analyst, City of Longmont Department of Public Works and Natural Resources; and Linn Brooks, General Manager, Eagle River Water and Sanitation District.
Panel Discussion No. 3 – Bridging the Gap between Private Capital and Public Projects

When it comes to funding water infrastructure projects, public money is hard to come by. Enter the emergence of public-private partnerships. While P3s for water are not new, this panel will look at the future of this funding mechanism while examining the intricacies of structuring these contracts and how they benefit public projects. Moderated by Michael Deane, Executive Director of the National Association of Water Companies, panelists will include Brian Thomas, Managing Director, PFM; Paul Wisor, Municipal Advisor, Ehlers Inc.; Michael Thomas, Partner, Kutak Rock; Ted Chapman, Senior Director, Standard & Poor’s; and Yuval Cohen, Senior Principal, Geosyntec CAT.
