To frame the Water Policy Conference discussions on alternative project delivery and P3s, AMWA developed a paper entitled “Taking a Look at Alternative Project Delivery.” The document includes definitions of terms and some key considerations for utility managers to deliberate when evaluating alternative project delivery arrangements. Advantages and challenges in moving from design-bid-build to other project delivery approaches are also included.

To follow up on the conference sessions, an AMWA ad hoc committee on alternative project delivery is working to identify the next steps that would be most beneficial to members. Strategies are under consideration to provide members with the latest background information, best practices and lessons learned for developing and executing an alternative/P3 project and opportunities to learn from utility members who have explored these potential pathways and entered into alternative or P3 contracts.

Among possible next steps are: a P3 resources webpage; workshop sessions, hosted by member utilities, to encourage deeper discussions between utility members and other experts; a P3 handbook or alternative tool for utility executives; and a P3 session at the 2018 Executive Management Conference in San Francisco to build on the conversation.
