California Governor Edmund Brown released Executive Order B-36-15 on November 13 calling for additional actions to build on the state's response to the prolonged drought. The order states that should drought conditions persist through January 2016 the restrictions put in place by the state Water Resources Control Board would continue through October 31, 2016. The governor’s order says that the water board could modify those restrictions, taking into consideration the “insights gained from existing restrictions” as well as the uses of potable and non-potable water. The order also allows for the board to prioritize different permits and requirements to accelerate approvals for projects that capture high water flows for local storage and groundwater recharge in ways that are consistent with water rights and fish and wildlife protections.
