A report from the Center for American Progress, “The Crushing Cost of Climate Change: Why We Must Rethink America’s Infrastructure Investments,” supports the position of some state officials and environmentalists who are urging policymakers to include a climate change resilience mandate in all federal infrastructure programs, including EPA’s state revolving funds for water infrastructure. They contend only projects designed to withstand extreme weather associated with climate change should be funded.

At a minimum, all federal infrastructure investments should meet the resilience infrastructure guidelines developed by the Hurricane Sandy Rebuilding Task Force,” the report recommends.
