In conjunction with the Federal Flood Risk Management Standard (FFRMS) released under Executive Order 13690, FEMA released for comment Revised Guidelines for Implementing Executive Order 11998, Floodplain Management.  The draft guidance notes that the FFRMS transitions beyond flood control and protection to flood risk management and flood resilience. The guidance is presented in two parts; Part I is a detailed discussion and interpretation of the E.O. 11998, as amended by E.O. 13690; Part II describes the eight-part decisionmaking process outlined in E.O. 11998, as amended.
