In a May 23 Federal Register notice, EPA gave initial indications of types of information it plans to require from applicants seeking funding through its Water Infrastructure Finance and Innovation Act (WIFIA) program.   According to the notice, WIFIA applicants would be required to submit an application and Letter of Interest to provide necessary information to validate its WIFIA eligibility, assess initial creditworthiness and rank each proposed project.

The letter, not to exceed 25 pages, would describe the applicant’s operational plans for its proposed projects, outline its financial plan, provide a status of the reports and studies required for the projects and describe how the projects meet selection criteria of the WIFIA program.  EPA also requests that applicants provide information on the extent to which their projects will have “national significance” and describe whether any new or innovative approaches will be taken toward protection against extreme weather events, protecting the environment, energy exploration or serving regions with particular water resource challenges.

After considering public comment on the types of information it plans to require from applicants seeking WIFIA funding, EPA intends to submit the WIFIA application materials for review by the White House Office of Management and Budget.
