Nearly 91 percent of a utility’s water revenue is generated from base and volume charges while approximately nine percent is collected from miscellaneous charges, interest income, etc.
A new question was included in the 2012 survey to gain a better understanding of revenue from water sales. The question asked utilities to report the level of revenue from consumption-based rates (volumetric rates). For the utilities that responded to this question, the average breakdown of total water sales revenue is 79 percent from volumetric and 21 percent from base, or fixed, charges.
