The Senate returns from recess this week and is expected to vote on a bill to extend unemployment insurance benefits to 2 million jobless Americans. In the House, legislation in line for a vote would amend the process of designating new national monuments by requiring an environmental review of any potential monument encompassing more than 5,000 acres.
