AMWA Comments on Department of the Interior NEPA Implementing Rules

On Monday, August 4, 2025, AMWA submitted comments to the Department of the Interior on its National Environmental Policy Act (NEPA) implementation regulations, contained within the NEPA Implementation Handbook and its appendices. AMWA's comments come after departments and agencies began issuing individual agency-specific NEPA implementation regulations as a result of a November 14, 2024, DC Circuit Court ruling that the Council on Environmental Quality (CEQ) lacked the authority to issue binding NEPA regulations, and CEQ rescinding its NEPA implementation regulations on April 11, 2025.
