On July 24, 2026, AMWA submitted comments to EPA on its proposed amendments to procedures for implementing the requirements of the National Environmental Policy Act (NEPA). AMWA's comments come after departments and agencies began issuing individual agency-specific NEPA implementation regulations as a result of a November 2024 D.C. Circuit Court ruling that the Council on Environmental Quality (CEQ) lacked the authority to issue binding NEPA regulations and CEQ's subsequent rescission of its NEPA regulations in April 2025. AMWA's comments highlight the need for greater consistency across federal agencies' NEPA procedures.
