On June 16, AMWA submitted comments to EPA on its proposed revisions to the steam electric effluent limit guidelines. EPA's proposed changes would revise wastewater discharge rules for coal-fired power plants by relaxing the requirements that apply to unmanaged combustion residual leachate (i.e., contaminated water that leaks from coal ash landfills and impoundments into the subsurface and may eventually reach surface waters). These comments echo AMWA's longstanding concerns about source water protection, propose additions to the regulatory language to protect drinking water sources, and note that EPA's cost benefit analysis did not consider the cost implications for drinking water treatment.
