Washington, D.C. - The Association of Metropolitan Water Agencies (AMWA) is proud to present the 2025 Donald R. Boyd Award to Dr. Manny Teodoro, Professor at the La Follette School of Public Affairs at the University of Wisconsin–Madison, at its 2025 Executive Management Conference in Austin, Texas. AMWA recognizes Dr. Teodoro’s groundbreaking contributions to public scholarship and utility innovation.
Dr. Teodoro’s work has reshaped how the water sector approaches affordability, transparency, and governance. His development of the Affordability Ratio has equipped utilities with a practical, equity-centered framework for evaluating rate structures and building public trust. Through initiatives like the Wisconsin Waterworks Excellence Project, Dr. Teodoro has made utility performance data more accessible and actionable, empowering communities and utilities alike to engage in transparent, accountable service delivery.
